With regard to whether or not the U.S. Congress has any constitutional right and responsibility as to the disposition of the military forces of the United States, Article 1, Section 8 of the U.S. Constitution provides guidance.

Powerful people continually tell us that if Truman, Johnson, Clinton, et al, could initiate war without a Congressional declaration, then any current or future President could do likewise. Precedent now supposedly trumps the rule of law. But, the Constitution remains valid even after presidents violate it.

There are many benefits to being a minor celebrity cartoonist, but collectively they form what I describe as a mild superpower. Real super powers might include the ability to bend steel, or shoot fire from your eyes. Any power that makes it extra easy to kill people, or keep you from getting killed, is a full-strength superpower.

President Bush doesn't seem to care that Congress wants a bigger role in guiding the Iraq war. Talking about his plan to send in 20,000 additional troops, he said on "60 Minutes" that he knows Congress can vote against it, "but I've made my decision and we're going forward."

The Constitution reigns supreme. It is the set of principles to govern the government. The Constitution is all that stands between the People and total tyranny and despotism. It is the legal document that lays out the rules by which a contest for freedom between people and their government in America should be played out.
